About Us

The South African Association of Consulting Engineers (SAACE) was established in 1952, as a voluntary association of independent consulting engineers in private practice. In August 2008 the Association transformed from the South African Association of Consulting Engineers (SAACE) to Consulting Engineers South Africa (CESA). CESA membership has, over the years, grown from 30 individual members in 1952 to 480 firms in 2011, which employ more than 22,000 people in total.

CESA represents, for its members, a body which promotes their joint interests and, because of its standing, provides quality assurance for clients.

CESA is recognised by the Engineering Council of South Africa as a Voluntary Association in terms of sections 25(3) & 36(1) of the Engineering Profession Act, 2000 (Act 46 of 2000). CESA’s registration number is: VAC0013.

CPD Validations

The School of Consulting Engineers, under the auspices of CESA, renders a valuable service in validating and monitoring training providers' courses, seminars, workshops and conferences, through which registered practitioners are able to accumulate CPD points to renew their ECSA registration.

Introduction

 

The School of Consulting Engineers, under the auspices of Consulting Engineers South Africa (CESA), renders a valuable service in validating external training provider’s courses, seminars, workshops, lectures, site visits, conference, congresses, colloquiums (hereinafter referred to as ‘Event”) for Continual Professional Development (CPD) credits.

This CPD events will be used as a mechanism through which all registered practitioners will be able to renew their Registration with ECSA. Section 22(1) of the Engineering Profession Act, 2000 (Act 46 of 2000) requires that a registered practitioner has to renew his or her Registration and has to "apply (in the prescribed manner) to the Council for the renewal of his or her Registration. Five credits per year, or 25 credits are acquired over a 5-year period, within the three categories of CPD activities. CPD credits must be obtained in at least two of the three categories listed below, with at least 1 credit per annum from Category 1.

ECSA has given approval to voluntary associations, recognised as such in terms of the Engineering Profession Act, 2000 (Act 46 of 2000) (hereinafter referred to as “the Act”), and accredited tertiary educational institutions to run activities which will be acknowledged for obtaining CPD credits. CESA is a recognised voluntary engineering association of the Engineering Council of South Africa (ECSA) which

ECSA regards these bodies as capable of ensuring that all their validated events meet required standards. These activities are described in Category 1, Section 9 of the ECSA Policy document

All other bodies who want to register their event/s in Category 1, such as private companies or state organizations, would therefore need to have their event/s CPD validated by a recognised voluntary association. The organisers would approach the recognised voluntary association and follow their policy, procedure and complete an application form. A validation fee would be charged, as there are assessors fees and administration costs to be paid. The recognised voluntary association for that discipline and/or category of registration would then arrange for the assessment of the content and on approval would be awarded CPD credit. A confirmation letter and a certificate would then be sent to the successful training provider.

It is the responsibility of registered persons, who intends participating in an event to ensure that the event has been validated  and that the credits awarded to such event will be recognised by ECSA.

In approving a CPD event in Category 1, the recognized voluntary associations will ensure that the following aspects are covered:

  • The activity should serve to maintain or enhance the knowledge, skills and competence of all those who participate in it.
     
  • The activity should meet an educational and developmental need and provide an effective learning experience for the participants.
     
  • The participants or group of participants must be specified (e.g. professional engineers, professional technologists, professional certificated engineers, professional technicians, registered technicians or a specified category, e.g. registered lift inspectors) and where appropriate, the discipline should also be specified.
     
  • The depth and breadth of the subject matter covered must be appropriate with sufficient time for discussion.
     
  • The subject covered should provide a balanced view and should not be unduly promotional.
     
  • The presenters should have proven practical and academic experience, and be good communicators.
     
  • Evaluation forms for obtaining feedback from participants on the activity must be provided for rating the relevance, quality and effectiveness of the activity.

The duration of validations for courses, seminars and workshops will be 3 (three years) unless specified differently. Conferences, congresses, colloquiums, lectures and site visits, are only valid for the duration of the specific event and appointed date/s of such event. 

Renewals

All Training Providers who wish to have their training event/s (courses, workshops, seminars) re-validated by Consulting Engineers South Africa CESA for CPD credits/points (Category 1, Section 9, ECSA CPD Policy document) must comply with the following requirements:

  1. The Training Provider must complete the on-line CPD Validation application form (ECPD2a).
     
  2. An invoice will be emailed to you, on receipt of your application form. The Training Provider must pay the validation fee in full before the evaluation process can take place.  (See Cost Structure)
     
  3. The Training Provider must submit the following:
    • One hard copy of all the training material, including PowerPoint presentations and handouts, which will be used for the event.
       
    • A CD/DVD of all the training material, including PowerPoint presentations and handouts, which will be used for the event. [This is the achive copy]
       
    • Proof of payment
       
    • CV of trainer/s
       
    • A copy of a blank evaluation form for obtaining feedback from participants for rating of the relevance, quality and effectiveness of the event.

    • The above is to be submitted no less than four weeks prior to the expiry date of the previous validation.
       
  4. Validation Process
    • Once the School of Consulting Engineering (SCE) has received:
      • the on-line application form
      • the required documentation (see No.3)
      • the proof of payment

        a confirmation letter, a certificate and the CESA logo will then be sent.
         
  5. Once the training provider has received the validation number, the validation number together with the CESA logo, must appear on the following:
    • Cover page of all marketing material
    • Cover page of the training material
    • Registration form
    • Attendance register
    • Attendance certificate
       
  6. Attendance Registers and Evaluation Forms

    The Training Provider must, at the end of each event, allow the delegates to evaluate the event.
    • If delegates experience the event in a negative light, the training provider must submit a corrective action report to the CESA Education and Training Committee.

      After the event, the Training Provider must, within 30 days, submit the following:
       
    • Send and/or email a copy of  delegate’s attendance register to: sce@cesa.co.za/ CESA - P O Box 68482, Bryanston 2021, Johannesburg
       
    • Send and/or email a one page collective overview of the results of the evaluation forms or a copy of the evaluation forms to:

  PLEASE NOTE:

Should the above not be duly completed and submitted to the School of Consulting Engineering (SCE), the validation number will be suspended by CESA with ECSA.

 

It is therefore the responsibility of the Training Providers to submit the above documentation, timeously. 

 

CESA reserves the right to suspend the valiation number, without prior notice, if the above information is not submitted, within 30 days from the event.

 

EVALUATION CRITERIA:

Material will be evaluated according to the following criteria:

  1. Does the activity serve to maintain or enhance the knowledge, skills and competence of all those who participate in it?
  2. Does it meet an educational and developmental need, and provide an effective learning experience for the participants?
  3. Is the depth and breadth of the subject matter appropriately covered?
  4. Is an evaluation form attached for obtaining feedback from participants on the course and does it provide for rating of the relevance, quality and effectiveness of the activity?
  5. Are the objectives of the course clear?
  6. Does it have defined intended outcomes?
  7. Appropriateness of method of presentation.
  8. Does it address the anticipated benefit to the target group and to the profession as a whole?

VALIDATION PERIOD:

The duration of the validation period will be 3 (three years) unless specified differently.

  PLEASE NOTE:

  • The Application form and the mandatory documentation (see No. 3) must be submitted to the SCE no less than two weeks prior to the commencement of the event.
  • Should the training material be rejected by the assessor, you will be advised and once the assessor’s suggested changes have been completed, the option to re-submit will be available. 
  • School of Consulting Engineering reserves the right to withdraw the validation at any time.

DISPUTE:

If a dispute should arise then the CESA Education and Training Committee will resolve the issue. (A formal letter and supporting material must be submitted by the parties involved prior to the dispute).  If the CESA Education and Training Committee fails to reach a resolution then the matter will be referred to Engineering Council of South Africa (ECSA).

President: Zulch Lötter

Zulch LotterPresident of CESA, Zulch Lötter, says that the presidency of CESA is the most important office he has held outside of UWP Consulting and he regards it as a great honour to be able to plough back into an industry that he has been an active participant in for close to 40 years.

In this role he aims to focus on improving the business environment for consulting engineers. It is important to him that both CESA members as well as their clients conduct business with integrity and ina professional manner.  He strongly believes that consulting engineers should not be perceived by clients and the public as commodities, but as their trusted advisors. To this end, CESA and its members must engage with politicians and decision makers  to guide, advise and assist them in creating a sustainable South Africa where all our inhabitants work towards the common goal of creating a future for our children.

Zulch Lötter was born in 1948 in Worcester in the Western Cape where his parents were wine farmers.  He matriculated from High School De Villiers Graaff, Villiersdorp and thereafter graduated as a Civil Engineer from the University of Stellenbosch in 1970.  Zulch, a CSIR bursar spent a few years performing accident research at Transportec.  In 1973 he joined Uhlmann Witthaus and Prins, who were at the time, a three man consulting engineering company.  In 1976 he studied at the University of California in Berkeley as a Road Federation Bursar, and obtained an MS degree in Transportation Engineering.  He is also a member of ECSA and SAICE.

After his return from the USA, Zulch was involved with the planning, design, rehabilitation and construction of roads and runways, as well as traffic engineering.  Since 1984 Zulch has been a partner and later a Director of UWP Consulting.  In April 1999 he was appointed Managing Director of the company, responsible for approximately 300 staff members situated in 16 offices across South Africa, as well as subsidiary offices in Zambia, Tanzania and Botswana.  Zulch has served on the CESA Council and EXCO since 2003.  He has been Chairman of CESA’s National Liaison, Finance and Staff as well as Disciplinary committees. He is also a Director of two of the Section 21 companies created by CESA including the Project Development Facilitation Alliance (PDFA) as well as the Built Environment Professionals Export Council (BEPEC).

Zulch has been married to Marilien for the past 33 years and has three married children who are all back in SA after working abroad.

Naren Bhojaram from SSI Engineers and Environmental Consultants has been appointed as Deputy President of CESA.

The Directorate of the Association comprises 10 highly competent staff and is situated in Bryanston, Johannesburg.

 

Graham PirieGRAHAM PIRIE
Chief Executive Officer

Graham, being the Chief Executive Officer of the Association is responsible for determining strategic direction, initiating new approaches, implementing corporate business development strategies, representing CESA at national and international levels and initiating liaison with client bodies in government and industry.

Strategic partners include organisations representing the other built environment professions, contractors, business, the International Federation of Consulting Engineers (FIDIC), and the Group of African Member Associations (GAMA).

Brenda Lacey SmithBRENDA LACEY SMITH
Manager - School of Consulting Engineering

Brenda is responsible for sourcing and implementing new business related courses that would benefit members of the CESA, as well as running and updating existing training courses. Brenda is currently working closely with CETA (Construction Training and Education Sector) and SAQA (South African Qualifications Authority) to ensure the courses are accredited and acknowledged in terms of continuing professional development.

Roelof van TonderROELOF VAN TONDER
CEO: Built Environment Export Council

Roelof's primary role is to create an enabling environment for the pursuit of international business opportunities to firms who subscribe to this additional service. Roelof also serves on the Board of Trustees for the Built Environment Professionals' Medical Scheme and is actively involved in the National Liaison Activities of the Association. Furthermore, together with Quentin, he fulfills the role of Regional Manager which is aimed at providing active support to certain Branches of the Association.

Jean is the Personal Assistant to the Chief Executive Officer and her duties include support to the Association’s various Committees, providing administration and secretarial support as well as the handling of the Association’s travel arrangements. She also co-ordinate the smooth running of the office.

As Administrative Officer, Gillian is responsible for maintaining the Membership Database and Committee Database. She also renders IT support to the Directorate and performs duties as Secretary to Council, the Executive Committee and other working committees of the Association.

Kuvashnee’s primary responsibility is that of Marketing and Communications. Her role also includes the following:

Wally is responsible for the contractual affairs section of the directorate and is tasked with:

  • Existing and new legislation affecting the industry;
  • Legal matters affecting the Association;

  • Disciplinary matters (CESA code of conduct);
  • Procurement legislation.

Godfrey is responsible for client liaison and the following are his primary roles:

  • Liaise with high priority clients at national level of government such as DPLG, DWAF, DoT, NDPW, DPE, DoF and DBSA
  • Assist and support the branches and their branch chairman with client liaison structures and reporting.
  • Manage and monitor the National Liaison Committee (NLC) system
  • Give support to specific initiatives relating to providing capacity to public sector infrastructure delivery.

Nomsa, whose Zulu name means "Faith", is the most popular person in the office, for she ensures that refreshments are always available to staff and their guests. She takes care of daily housekeeping so that our offices are always presentable, and she also assists with document processing and the movement of documents within the office.
