Highlights from the CEO

At a recent SACPCMP Presidents Forum on 20 February 2019, where various Organisations were present and afforded the opportunity to make presentations on matters affecting the professions and subsequently the industry, the Council for the Built Environment (CBE) which plays an oversight role over the six Built Environment Professions made the following announcements:

1. The IDoW Regulations which had previously been rejected by the Competition Commission (erroneously so, according to the CBE Act 43 of 2000), will be slightly revised and promulgated during the first half of 2019, with no further exemption to be sought from the Competition Commission as this had not been required in the first place according to this Act;


2. The CBE Act 43 of 2000 requires that the Built Environment Professional Councils publish fee guidelines annually. The Act is silent on any approval required from the Competition Commission and according to legal advice the need for exemption by the Competition Commission was yet again, not required. Councils will therefore be duly instructed to commence the updating and publishing of Fee Guidelines in the next few months.

The matters relating to the disparity in fees between Project Managers, Quantity Surveyors, Architects, Electrical, Mechanical, Structural and Civil Engineers in the fee basket, related to property development projects, will also be addressed by the CBE to ensure parity and sustainability of the various professions. More feedback will be provided on this in due course.

ACEB visits CESA - On 7 Feb 2019, CESA warmly welcomed representatives of the Association of Consulting Engineers Botswana who spent time finding out about CESA's governance structure, membership criteria and other items of common interest. As ACEB is also a FIDIC Member Association it makes sense to strengthen ties and cooperation for mutual benefit.

Meeting with DPE - On 15 Feb 2019 - CESA attended a meeting with Minister Pravin Gordhan together with 14 other engineering VAs and ECSA, to discuss the 'Eskom crisis' in terms of what role and input the engineering sector could offer in resolving the crisis. We expressed our willingness on the part of our members to participate in the Engineering Task Team formed by the Minister under the leadership of Sicelo Xulu, the new CEO of the South African Institute of Electrical Engineers (SAIEE) and offered our assistance in identifying interested and experienced engineers if required from our membership.

A report was duly submitted to the Minister on 19 February 2019 and member companies will be kept informed on any need for additional expertise to be made available to add to the list submitted by the SAIEE containing the names of various of its members with Eskom specific experience.

FIDIC Board Meeting
The FIDIC Board held their first annual meeting at the CESA Offices on 21 & 22 February 2019. So impressed were they with our facilities and the  level of professionalism of our Organisation that they may be contemplating designating CESA as the custodian of all their future training in Africa.

Contractual Affairs, Procurement & Membership

Contractual AffairsAnnual Declarations and subscriptions - members are reminded that their 2019 Annual Declarations were due by 31 January 2019 and must be received by Management by no later than the 15 February 2019 as per the By Laws, as amended in 2017. The Role of the Consulting Engineer during Project Delivery - Members are reminded of the availability of this book which is an excellent guideline/read for anyone involved in the practice of consulting engineering. The Guideline is a prescribed set work for the Business of Consulting Engineering (BCE), the flagship management development course offered by the CESA School of Consulting Engineering (SCE). It is recommended that all member firms should make an effort to acquire one or more copies of this highly regarded work.

World Bank signs agreement to use FIDIC standard contracts -  FIDIC (the International Federation of Consulting Engineers) has secured a major agreement with the World Bank that will see the international funding organisation adopt the use of six FIDIC standard contracts for the next five years. As a matter of interest, by far the majority of contract documents sold by CESA are from the FIDIC suite as opposed to the CESA, JBCC and GCC contract documents.

ECSA Quality Management Policy - A one pager outlining the ECSA Quality Management Policy has been received by CESA and has been shared with members for information only as according to ECSA no action is required from the Vas.
