In 2012, CESA President Naren Bhojaram used the theme: ‘CESA Engineers Unquestionably Ethical’.


It was a clarion call to go back to basics. Bhojaram proposed that all leaders, whether they are business
leaders, political leaders or spiritual leaders, must be selected according to their ethical balance.
Qualities such as IQ (intelligence quotient), EQ (emotional intelligence) and PhQ (your physical
quotient) should be taken as given. A sustainable future depends on our ability to put leaders in place
with the highest ethical balance.

Auditor General’s Report pertaining to Consultants

No one will forget the 25th of January 2013. We were bombarded with serious allegations emanating
from the Auditor General’s report pertaining to the extensive use of consultants by Government. The
findings by the Auditor General pertaining to the use of consultants by Government were a worry
and a concern because the report does not differentiate the disciplines of the consultants and paints
everyone with the same brush. There are no proper management controls in place in terms of payments
by the public sector. This is evident in the fact that the public sector entities as reflected in the 3
spheres of government still owe some R1-billlion in delayed payments to consulting engineering firms.
CESA has been vocal, open and honest in our dealings with the State and has proper controls that
subject our members to perform their duties with integrity as we subscribe to the principle of ethical
balance. CESA is of the view that Government should be spending more on engineering consultants to
unlock projects to improve infrastructure spend and
infrastructure delivery, which will alleviate inequality,
poverty and unemployment. It is the responsibility
of Government to nurture, support and protect
sustainable development of the Engineering Skills
and Profession so as to unlock the competitiveness
of this Nation. Consulting Engineering must
be inclusive in the planning and design of any
Infrastructure Development Project by the State
through its three tiers of Government to ensure
expeditious packaging and implementation of the
Strategic Integrated Projects (SIPS).

President cautioned that corruption is paralysing
the country and eating away the moral fibre of our
society. He stated that “While we all acknowledge
