Planning and Managing Labour-Intensive Construction (LIC) for Contractors

Overview

This practical two-day course is designed for contractors who tender for and deliver Labour-Intensive Construction (LIC) projects within the Expanded Public Works Programme (EPWP) and similar employment-intensive infrastructure programmes. It focuses on the contractor’s responsibilities from bid preparation through site establishment and project implementation. Participants will learn how to respond adequately to labour-intensive tender requirements, plan labour, supervision, plant, tools, materials, and site establishment resources, and put in place practical systems for labour recruitment, induction, on-site training, task setting, production control, monitoring, record keeping, and reporting. The course also addresses the administrative and social dimensions of LIC delivery, including fair and transparent recruitment, compliance with wage and labour-intensity requirements, data process flows for payroll and reporting, and effective engagement with communities and stakeholders through social facilitation. By the end of the course, delegates will have a clearer framework for pricing, planning, organising, supervising, and documenting labour-intensive works in a way that supports both tender compliance and successful project execution.
