Agreement, July 2003, as sanctioned by the Board, which will form an integral part of the CESA suite of
contract documentation.
CESA continued to participate in the ECSA Identification of Engineering Work (IDoEW) Committee, which
is attempting to reach a compromise with the Council for the Built Environment regarding the definition of
Engineering Work. This is essential for the safety of the public as it will enable the prosecution under the
EPA of non-engineers who undertake engineering work. CESA complained in a strongly worded letter to
ECSA regarding the slow rate of progress, which has lingered for 8 years, to the detriment of the engineering
profession. ECSA discussed the matter with the CESA CEO and indicated that the matter would be resolved
shortly.
During the year CESA again made a determined effort to promote the development of small firms and finalise
a position paper in this regard, which incorporates various proposals favouring smaller firms. These include
setting aside work for smaller firms, involving them in joint ventures and developing a directory of small firms
to facilitate joint ventures. A survey of small firms was carried out to determine their interest and views on this
process and to assess their capacity to be involved in collaborative ventures.
A “Committee Charter” (Terms of Reference) document outlining the functions of the Supply Chain Management
Committee is currently in progress.
