Major Shift in LIC Requirements: What Members Need to Know

The Expanded Public Works Programme (EPWP) is a key government initiative for creating jobs in response to South Africa’s high unemployment rate. In the infrastructure sector, EPWP employment is supported through Labour-Intensive Construction (LIC), which increases the use of local labour in project delivery.

To support LIC implementation, government introduced mandatory SETA-accredited training at NQF Levels 5 and 7 for key contracting and design personnel. As SETA transitions to the QCTO framework, these qualifications have expired and are not currently available from accredited training providers.

As an interim measure, some public bodies, including SANRAL, continue to include an LIC functional requirement in their tenders but may accept a CPD-accredited certificate instead of the former SETA-accredited qualification. Certificates issued for CESA LIC courses may therefore be accepted for these tenders, subject to the requirements of the relevant authority.

Tenderers may also submit the relevant tender documents to CESA for review. A CESA subject-matter expert can assess the LIC requirements and advise whether a CESA LIC course is likely to support compliance with the tender.

Tenderers should review each tender carefully and confirm the specific LIC training and certification requirements before submitting a bid.
